ERJCF Release Outcomes

Eastern Regional Jail and Corrections Facility is the main adult detention site serving Berkeley County. The West Virginia Division of Corrections and Rehabilitation, or WVDCR, runs it as a regional jail and correctional facility. It also serves Jefferson and Morgan counties. That shared role matters. A matching name at ERJCF is not automatically tied to a Berkeley case, so compare the committing county, court, booking, and person identifiers before drawing a conclusion.

An end to an ERJCF stay can follow bond, a court release order, time served, or expiration of a local sentence. The person may enter probation, parole-related processing, home confinement, or another community program. Yet departure can also mean transfer to a state prison, another jail, the U.S. Marshals Service, ICE, a hospital, or a different authority. Transfer means custody continues. A death also ends active custody and must never be labeled a release. The release order and destination field give meaning to a person’s absence from a current search.

Confirm an ERJCF Release

Begin at the official WVDCR Offender Search hub. Choose the jail search for a current ERJCF custody check. Daily Incarcerations is also a present-population view, not a historical release list. If the person is missing, search the prison side next. A prison match points to continued state custody, not freedom. West Virginia VINE can report a custody change, while the Berkeley magistrate or circuit docket can explain a bond, dismissal, sentence, or release order.

1. Collect the full legal name, aliases, date of birth if known, booking or offender number, and court case number.
2. Check the WVDCR jail search and note the date and time of the check.
3. Check the prison search to rule out an ERJCF transfer into state prison.
4. Review West Virginia VINE for a reported custody event and compare identifiers.
5. Read the court docket, then obtain the signed order if the entry is unclear.
6. Request the WVDCR release event and documents when exact proof is needed.

A current ERJCF match shows confinement at that moment. An absence alone does not show when the person left, why custody ended, or whether another authority took custody. For a named-person path across state, court, and federal sources, use the Berkeley County released inmate search. Record which system was checked and preserve the result date.

West Virginia VINE covers all ten regional jails, including ERJCF. Search the correct person by name or offender ID, compare the match, and read the custody line as a feed-reported status. A released or out-of-custody label is useful, but another jail, prison, or federal hold still needs to be checked. VINE does not report a transfer at the moment it begins. WVDCR says notice follows arrival at the destination for safety, which can make the alert later than the physical departure.

ERJCF Release Evidence

Different records answer different questions. The signed court order is strong proof of legal authority to release. The WVDCR release event or checklist is stronger for the actual physical exit. VINE supplies useful corroboration from the participating agency feed, but it is not a permanent custody history. A court docket can show why a case changed even when jail staff processed the order later.

For bond, compare the court order with the ERJCF release event. Bond means the person left physical custody while the case continued. For time served, compare the sentencing order, credited jail days, time sheet, and discharge record. If a dismissal or acquittal appears, check for other cases or detainers before stating that the person entered the community.

ERJCF Records and Contact

WVDCR is the likely custodian of the regional-jail booking and release file. A focused request should identify the person, offender or booking number, booking date range, ERJCF, and the Berkeley court or case. Ask for existing records by name: the Offender Information Report, order of release, release checklist, discharge or final discharge record, relevant hold or detainer disposition, and time sheet. Request segregable, nonexempt electronic copies. “Segregable” means the agency can release public parts while redacting protected details.

WVDCR Policy 108.01 routes written inspection and copy requests to the Commissioner at 1409 Greenbrier Street, Charleston, WV 25311. State policy lists ordinary paper copies at fifteen cents per page, advance payment, and actual estimated postage. West Virginia FOIA requires a response route within five working days, excluding weekends and legal holidays, but that response may explain that production needs more time. No single verified retention term covers every part of the complete adult release file.

If DCR cannot locate the record, add aliases, date of birth, offender ID, court case, and a narrow booking range. If part is withheld, request the nonexempt portion and the exact statutory basis for each redaction. Protected medical, juvenile, victim, or security content can be removed while basic release fields remain reviewable. A photo denial does not by itself decide access to the date, release type, facility, or receiving authority.

ERJCF Release Context

The WVDCR FY2024 report gives useful facility-wide context without producing a Berkeley release count. ERJCF averaged 508 people against a detailed-table capacity of 448. Its custody mix included local pretrial and sentenced people, state-DOC classifications, and federal pretrial detainees. Those figures cover all three served counties and more than one custody class. They cannot be converted into annual bookings, annual releases, length of stay, or Berkeley County’s share.

Mixed custody is the key point. A local pretrial person may leave after bond. A sentenced local person may finish a term. A DCR-classified person may transfer to a correctional center. A federal pretrial person may return to USMS control. Always attach the custody class and committing authority to the result instead of treating every ERJCF exit alike.

ERJCF and MCCJ Transfers

Two Grapevine Road facilities have different histories and roles. The original Eastern Regional Jail building opened in 1989 and now houses Martinsburg Correctional Center and Jail, a male intake and classification unit. The current ERJCF site has operated since September 1999. The buildings are close, but their custody records are not interchangeable.

A move from ERJCF to MCCJ can be a classification step. Movement onward from MCCJ can place the person deeper in the state prison system. Neither is a community release without a discharge or other release record. When the facility name changes, compare the offender number, date, receiving institution, and custody status. Then continue the search in the receiving system. This Berkeley-specific distinction prevents a common error caused by the shared road and the former jail building’s new role.

ERJCF Release Planning

WVDCR has a release transportation directive, but the ERJCF facility page does not publish a fixed release hour, a specific public release door, a family waiting point, or a guaranteed transit stop. Call the official ERJCF line before arranging pickup. Do not infer a pickup place from driving directions or assume a regional bus reaches the release point. Staff may limit details by telephone, especially when identity or security concerns apply.

Timing can differ among the order, processing, alert, and exit. A court may enter an order before staff finish release checks. VINE can post a change after agency processing. A parole grant from a regional jail can also require transfer for DCR intake and fingerprinting before later release. Keep each time separate. The clearest final statement pairs the agency custody event with the order or discharge record that authorized it and names any receiving authority.
