Berkeley County VINELink Coverage

The official name is West Virginia VINE, short for Victim Information and Notification Everyday. WVDCR uses the service for custody information and automated notifications. State correctional facilities participate, and a statewide expansion added all regional jails. That coverage includes Eastern Regional Jail and Corrections Facility, the WVDCR jail that serves Berkeley County, as well as state-prison custody.

Coverage follows the participating custody system. A Berkeley arrest normally enters the state regional-jail system, so an ERJ event may appear. A person who transfers from ERJ to state prison remains within WVDCR coverage, though the reported location and event can change. The service does not replace the court record, the WVDCR legal file, or the receiving authority’s record.

Martinsburg Correctional Center and Jail is also part of the state corrections system, but its intake and classification role creates a distinct caution. Movement out of MCCJ often means placement at another WVDCR institution. Read a movement event as transfer unless the record actually reports release and the discharge source confirms it.

Search Berkeley County on VINELink

Start with one specific person and the best identifiers available. A name-only match can be wrong, especially when several people share similar names. VINELink screens can change, but the core path begins with state selection and the person-search option. Compare the matching record before reading its status or registering an alert.

1. Open VINELink and select West Virginia.
2. Choose “Search for Someone” in the live interface.
3. Enter the full name or offender ID and complete any verification shown.
4. Compare available identifiers and choose the correct person. Do not rely on the name alone.
5. Read the custody or status line and any event information exactly as displayed.
6. Check WVDCR jail or prison results and the relevant court or authority record before concluding that the person entered the community.
7. If the status conflicts or no person appears, retry the identifiers and call West Virginia VINE at 1-866-984-8463.

When several results share a name, stop before selecting “Get Notified.” Compare the offender ID and any facility or identity details the screen supplies. A registration attached to the wrong record will send notices about the wrong person and will not help resolve the intended Berkeley custody question.

Berkeley VINELink Release Fields

VINELink can show a participating-agency custody record and the notification choices available for that record. The exact labels should be copied from the live screen. A released or out-of-custody result means the agency feed reports that status. It does not prove that all holds ended, that no transfer occurred, or that the person has no later custody event.

A future sentence date in a corrections source is not the same as an actual VINE release event. WVDCR policies use “minimum discharge/final release date” for sentence calculations. Parole eligibility is another distinct milestone. Only the event and corroborating release or discharge record prove that the expected date became an actual exit.

The underlying WVDCR legal file is more detailed than a public VINE result. It can contain the release order, release checklist, discharge certificate or final-discharge record, detainer notices, and identifying material. Ask WVDCR for those named records when the exact release type, time, or receiving authority matters. VINE supplies the alert; the legal file supplies the documentary detail.

Set Berkeley County Release Alerts

Register from the correct person record. Notification options depend on what the live interface offers. West Virginia materials and the platform support web or app access plus phone, text, and email channels. Select the event types carefully so the registration reflects the custody change that matters.

1. Select “Get Notified” from the verified person record.
2. Choose an offered phone, text, email, or app channel and enter the contact details.
3. For telephone notices, create the platform’s four-digit PIN.
4. Enter the PIN when the automated call arrives to confirm receipt, and retain it to manage the registration.

The interface is designed for a specific record and future notices. It is not a Berkeley County list of everyone released during a day or week.

Berkeley VINE Transfer Timing

A West Virginia expansion announcement documents VINE coverage for all regional jails, putting ERJ custody events on the same statewide network used for correctional facilities. That local layer is useful because the Berkeley Sheriff does not publish its own inmate or release app. VINELink is the notification service; it is not a Sheriff roster.

Timing has two important limits. WVDCR does not send a transfer notice at the instant a person leaves one facility. Notice follows arrival at the destination for safety. In addition, a regional-jail parole grant can precede physical release. The West Virginia Parole Board guidance says the person first transfers for DCR intake and fingerprinting, with release anticipated seven to ten days later. A Board decision, transfer notice, and community exit can therefore carry different dates.

Written Berkeley Release Notice Requests

Online registration is not the only notification path. West Virginia law provides a separate written process for qualifying release and parole-hearing notice requests. Under §62-12-23d, the written request goes to WVDCR and separately to the West Virginia Parole Board where applicable. WVDCR says a written request to the division automatically enrolls the victim in VINE, but the online VINE registration does not replace the separate Board writing.

Keep copies of each request and update contact details when they change. A person asking for a signed Board result should use the Board’s records route and identify the offender, hearing, and date with reasonable specificity. VINE may report a hearing or result, while the signed Board action remains the stronger source for the decision.

A parole grant is not the same as final discharge. Parole places a person outside prison under WVDCR supervision, while final discharge ends the relevant custody or supervision relationship shown by the record. Keep the Board decision, WVDCR processing event, and later supervision status as separate facts.

Confirm Berkeley VINELink Results

VINELink does not cover BOP or ICE custody. For a federal sentence, use the BOP locator and the federal court docket. For suspected immigration custody, use ICE ODLS. A person who leaves ERJ under a federal or immigration detainer may remain confined even though the WVDCR custody event ended.

For a Berkeley arrest or local sentence, compare VINE with the WVDCR jail search, the prison search, and the court case. The jail and Daily Incarcerations tools describe present regional-jail custody. The prison tool checks for a state transfer. The magistrate or circuit file explains bond, dismissal, sentence, commitment, or other authority. When exact proof matters, request the WVDCR release order, checklist, discharge record, and detainer disposition.

A records request should identify the person, offender or booking number, facility, date range, and Berkeley committing court. Under West Virginia FOIA, ask for existing electronic records with reasonable specificity and request segregable, nonexempt portions. That approach is more reliable than asking WVDCR to answer an open-ended question or create a new report from VINELink events.

The BOP locator covers federal inmates and can show a past release date with no facility for a person no longer in BOP custody. ICE ODLS is a separate exact-match tool and includes some people released from ICE custody within its limited window. Neither source is part of VINELink, and neither can be replaced by an ERJ status alone.

The West Virginia State Police Sex Offender Registry is a narrow, separate system for people with a legal registration duty. It is not a general Berkeley released-inmate list, and a registry match does not establish current custody. Each tool should be kept within its documented role.
