MCCJ Classification and Release
WVDCR describes Martinsburg Correctional Center and Jail as a male intake and classification unit. It has a stated capacity of 120. Intake and classification are the steps used to identify a person, gather records, assess placement needs, and assign an institution within the state system. For that reason, an MCCJ departure is often an administrative movement within custody. The next record may name another correctional center while the state sentence continues.
A community release needs different proof. Look for a final discharge, conditional-release record, release checklist, parole processing record, or other WVDCR document showing that confinement ended. Parole means release from an institution under legal supervision. It is not final discharge. A minimum discharge or final release date is a calculated date, not proof that the person actually left on that date. The physical custody event and final paperwork supply that proof.
Check an MCCJ Release
Start from the official WVDCR Offender Search hub and select Offender Search for Prisons. Search with the most exact name or offender identifier available. Compare the offender number, identity details, status, and institution before opening a profile. The prison route fits MCCJ because its main function is intake and classification for state correctional placement. The regional-jail search is not the primary route for a person committed through MCCJ.

- Search the WVDCR prison system and compare identity fields.
- Read the current status and institution exactly as displayed.
- Check West Virginia VINE for a reported movement or custody event.
- Review the court sentence and any Parole Board action.
- Request the time sheet and discharge or conditional-release file when the exact outcome matters.
A blank result is not proof of release. Spelling, record scope, access errors, or an identifier mismatch can block a match. During the research, the live application could deny automated access even though the official service remained linked from WVDCR. Use the stable hub, retry with identifiers, and contact DCR records if a known state commitment is not returned.
West Virginia VINE adds a second status layer for WVDCR facilities. Select the correct person, compare the offender ID, and note the event date. VINE can report release or movement, but it is not a permanent legal file. Transfer notices can follow arrival at the destination. If the profile, VINE event, and court record differ, preserve each timestamp and ask WVDCR for the document that resolved the custody stage.
MCCJ Release Date Records
WVDCR time sheets reflect the overall minimum discharge or final release date. Policy 454.10 uses the same core terminology in conditional-release processing. The detailed public prison record has also been documented with a Projected Release Date field. Copy the exact label shown on the live record. Do not merge it with the parole eligibility date, often called PED. Eligibility means the Board may consider parole; it is not a release order.

West Virginia does not apply a universal eighty-five-percent rule. Under §15A-4-17, eligible adults generally receive one day of good time for each eligible day incarcerated, with exclusions. Credit can be lost for discipline and may be restored. Court credits, consecutive sentences, revised orders, and mandatory supervision can also change the date. Only the later custody event shows whether a forecast became the actual exit.
Ask for the final time sheet when a displayed date changed. The sheet can show how the maximum or fixed term, qualifying presentence credit, good time, and consecutive terms were combined. Later discipline, restored credit, a corrected sentence, or a return from parole can revise the result. A pretrial bond release uses a court order instead of this prison calculation. Keep the calculation record separate from the document proving the actual MCCJ departure.
MCCJ Release File Requests
Ask WVDCR for records tied to the named person and commitment. State the offender number, date range, MCCJ, sentencing court, and case number. Request existing documents, not a new narrative. Useful records include the Offender Information Report, court commitment, time sheet, release checklist, discharge certificate or final discharge, conditional-release paperwork, and any detainer disposition. A detainer is another authority’s notice that it may take custody or restrict release.

WVDCR Policy 108.01 directs written public-record requests to the Commissioner. The supported mailing address is 1409 Greenbrier Street, Charleston, WV 25311. Ask for segregable, nonexempt electronic copies. State policy lists ordinary paper copies at fifteen cents per page plus actual estimated postage and permits advance payment. The research found no single public retention period for every MCCJ release document, so request the schedule line for the exact record if retention is disputed.
A narrow request improves the chance of a useful response. If DCR reports no match, supply aliases, date of birth, OID, sentencing case, and the MCCJ intake range. When an exemption is cited, ask for the exact paragraph and for public fields to be separated from protected narrative, medical, victim, juvenile, or security details. A withheld photograph does not automatically block access to the release date, release category, destination, or discharge record.
MCCJ Parole Release Timing
The West Virginia Parole Board makes parole decisions, while WVDCR processes custody and Parole Services handles field supervision. A Board grant is not the same as the time a person walks out. The Board’s official guidance says a person granted parole from a regional jail first transfers for DCR intake and fingerprinting, with release anticipated seven to ten days later. At MCCJ, classification or intake work can likewise appear between the decision and community release.
Check the Board’s posted hearing information and request the signed action when a public decision database does not supply the outcome. Possible records may reflect a grant, denial, deferral, reconsideration, or rescission, but only the named person’s document controls. VINE may provide an alert. It does not replace the Board action or the WVDCR exit record. A person can be outside prison on parole while still serving the sentence under supervision.
MCCJ and ERJCF Transfers
Berkeley County has two Grapevine Road facilities with closely linked history but separate roles. The building now used by MCCJ opened as the original Eastern Regional Jail in 1989. The present Eastern Regional Jail and Corrections Facility site began operation in September 1999. This history explains why an old document may use the Eastern Regional Jail name for the building now tied to MCCJ.
Location alone cannot show release. A person may move from ERJCF into MCCJ for intake or classification, then onward to another WVDCR prison. Treat each move as continued custody unless the records state community release or discharge. Compare dates, offender numbers, and the receiving institution. The ERJCF release record route applies to the regional-jail stage, while MCCJ requires the prison offender and discharge path.
Reconcile MCCJ Release Proof
The best conclusion uses two independent layers. First, find the WVDCR custody event, discharge, or conditional-release record. Second, match it to the court sentence or Parole Board authority that explains the event. Note the date each system was checked. If records conflict, keep their functions separate. A court order can precede processing, a public profile can lag, and VINE may report movement only after arrival at the next facility.
Use exact terms in the final description. “Transferred from MCCJ to another WVDCR institution” is not “released.” “Parole granted” is not the actual exit time. “Projected Release Date” is not final proof. When only the current prison search is blank, state that the person was not found and that release remains unconfirmed. When a receiving institution appears, name it and continue the custody check there.
